Foster City
Foster City is unlike any other city in the Bay Area. It is a planned community, built in the 1960s around the marshes of San Francisco Bay and incorporated in 1971. Water covers roughly 80% of Foster City’s 20 square miles, and the network of waterways that run through the city’s neighborhoods provide a popular route for local kayakers. Foster City hosts a number of major corporations including VISA and Gilead Sciences.

The City of Foster City provides water and wastewater services, and bills residents and businesses according to annual rates approved by the City Council. The City Council adopted the Fiscal Year 2017-2018 rates on June 5, 2017.
